CINDERELA conference: Establishing a Blueprint for a resource-efficient construction sector

23-24th of May 2019 , AMS Institute,  Amsterdam The Netherlands

On behalf of the CINDERELA consortium, the Delft University of Technology and KplusV are proud to invite all interested actors and stakeholders active in the construction sector to work together to define key enabling actions that will serve as the foundation for a ‘Blueprint for a resource-efficient secondary raw material based construction sector’, an official document that will be part of the H2020 CINDERELA project New Circular Economy Business Models for More Sustainable Urban Construction.

Goal of the conference:

Construction sector  is one of the most resource-intensive industries being among the three key sectors where improvements in resource efficiency are needed. It is also one of the largest waste sources, contributing 33,5% of the total waste generated in the EU 28. At the same time urban and semi-urban areas generate large quantities of different waste types which could be a locally available source of secondary raw materials (SRM) for the use in urban construction sector. The way to improve the resource efficiency of the construction sector in line with the circular economy principles is to match the secondary resources available in urban and semi-urban areas with the material demands of the construction sector in a business friendly environment. So far this potential remains untapped at the absence of proven business practices, technologies and specialized knowledge. The CINDERELA project aims to unlock the potential of circular construction business models in order to enable the set up of waste-to-product material flows for urban construction sector  based on locally /regionally available resources.

This challenging goal requires setting up a new framework and defining actions for a resource efficient urban construction sector to enable actions for a broad application of SRM based materials taking into account business processes, system boundaries and requirements, needs, conditions, potentials, and obstacles across Europe. The Blueprint for a resource efficient construction sector  will serve as a guide for further collaborations between industries, policy-makers and the CINDERELA project. Our aim is to ensure that the Blueprint for a resource efficient construction sector reflects reality. Therefore active involvement of stakeholders is essential.

During  the event we want to:

- Gather industry partners, national and European policymakers, experts and CINDERELA consortium members to address the opportunities and barriers for a circular urban construction sector

- Share and discuss ideas and proposals enabling the use of secondary raw materials in the construction sector

- Learn about inspiring European good practices.

- Identify key actions towards secondary raw material based construction sector.

Day 1: Thursday, 23 May

CINDERELA introductory session followed by 5 parallel deep-dive sessions providing a forum for presentations and discussions with an active role of industry partners, national and European policymakers, experts and CINDERELA consortium members. Two rounds of the sessions are planned in order to enable the participants to contribute their feedback to 2 themes of their interest. Conclusions based on the feedback form the sessions will be presented for a general debate at a plenary session at the end of the day.

_____________________________________________________________________________________________

Session A: Good Building Practices and Demonstrations

How can we demonstrate the systemic, technological and economical value of Secondary Raw Material-based construction products in actual building projects? What are the main caveats and challenges to use SRM-based construction products and how can good practices and knowledge be shared throughout Europe?

Issues to be addressed during the session:

  • How can we demonstrate the systemic, technological and economical value of Secondary Raw Material-based construction products in actual building projects?
  • What are the main caveats and challenges to use SRM-based construction products?
  • How can good practices and knowledge be shared throughout Europe?

Session B: Circular policy-making and procurements

Policy makers all over Europe in all different levels of the public government possess the key to enable the transition towards a circular economy. This session we will discuss various policy measures and their effectiveness.

Issues to be addressed during the session:

  • How is the current legislation and regulation stimulating the circular built environment and how can we, from a legislative perspective, speed this up?
  • Which enablers are the most effective for the industry to use more secondary raw materials and less virgin resources?
  • What is required for public procurers to start green/circular procurement? How can we enable all public procurers over Europe to adopt green/circular public procurement in their organization?
  • What financial stimulants contribute in the transition towards a circular built environment?

Session C: A digital business ecosystem for circularity in the built environment

An important factor in successfully implementing a circular business model is the connection with relevant stakeholders. Combining the supply and demand of secondary materials allows for efficient and economically viable supply chains. In this session we will explore the digital possibilities for a business ecosystem platform where entrepreneurs can meet, share business ideas and connect their linear supply chains to a full circle.

Issues to be addressed during the session:

  • What is the need of entrepreneurs for a business ecosystem?
  • What functions should the digital platform offer?
  • What factors determine the long term success of a digital business ecosystem?

Session D: Measurement leads to sustainability

In order to create innovative and more circular business models and construction products, we have to be able to evaluate those new solutions in comparison with business-as-usual approaches.

Issues to be addressed during the session:

  • How can the different tools used for environmental, economic and social assessment through LCA, LCC and S-LCA, ETV contribute to a fact-based and proven circular economy?
  • What is the most important information to describe the environmental characteristics of a building/construction material with?
  • Which impact categories can we identify to evaluate the environmental performance of a construction material?

______________________________________________________________________________________________

Session E: Potential of materials flow mapping in identifying waste to resource opportunities

Crucial to shift towards a more circular construction sector is overcoming the lack of knowledge on 2 levels: a) which stakeholders are active nearby and how can more proximal value-chains be set-up? b) which wastes have the potential to be used as a secondary raw material-based construction product? In this session, CINDERELA presents you an online business-matchmaking platform that is able to solve the 2 aforementioned questions.

Issues to be addressed during the session:

  • Which stakeholders are active nearby and how can more proximal value-chains be set-up?
  • Which wastes have the potential to be used as a secondary raw material-based construction product?
  • What are the expectations and challenges of such platform to optimize the use of waste as a secondary raw material in your region?

Day 2: Friday, 24 May

In the morning a guided tour will be organised to Buiksloterham: Amsterdam’s first circular neighbourhood and one of the world’s best examples of sustainable development from the material to the urban scale.

Who?

The conference is broad oriented at the entire construction sector, ranging from suppliers of sustainable, circular building materials towards constructors, engineers and designers of our circular built environment. We like to welcome those who are active in the field of recycling management of building materials, manufacturers of SRM-based building products, public organizations from their role as legislator, policy-maker and public procurer all to stimulate the transition towards a circular built environment.

This conference will be at the base of designing a blueprint for circular urban and peri-urban areas all over Europe. How does this blueprint look like? Which elements are crucial? Which partners in the chain are essential? How can Cinderela contribute in realizing your ambitions? And how are we going to speed up? Do you want to contribute to answering these questions and gain knowledge how this is done in other parts of Europe? Than we would like to invite you to participate in the conference.
